Just got this update, still closed and will be for the weekend.

Update on the current partial closure of the Manly Dam Mountain Bike Track
On Wednesday 12 June 2013 Warringah Council announced the closure of the section of bike track between Gibbs Street, Manly Vale and Water Reserve Road, North Balgowlah. Please note that Council is clearing illegally dumped material on this section of the Bike Track. The material contains small pieces of bonded asbestos.
Council is working closely with expert licensed contractors and consultants to ensure the track remains safe for all users. The track should reopen next week.
Fines for illegally dumping asbestos can be as high as $1,000,000 for corporations and $25,000 for individuals (http://www.environment.nsw.gov.au/decmedia121005...).

Very wet - even if the trail was open, it would be amber at best.
